What does it mean when I get a security warning about a SSL certificate when accessing my web hosting control panel?

This is normal -- the warning is because your control panel powered web hosting server is using a self signed certificate to encrypt and protect your communicatoins over an SSL connection.  Some web browsers will prompt you with a warning or notification.  To to avoid seeing this warning again: if using FireFox, simply click on the "get exception" link and add the link as an exception; if using Internet Explorer, you will see
a link that says "Continue..." --  just click on that link and you can add the the SSL certificate to the memory of your web browser for future access.

Self-signed SSL certificates are completely valid and safe: they help you maintain encrypted security when communicating over the Internet, while having no added cost such as purchasing a 3rd party signed SSL certificate (such as one from Verisign or Thawte).
